Ansary Investigates GDE Bridge Collapse


The collapse of a section of the Gungahlin Drive Extension Stage two duplication bridge under construction was a significant catastrophic event in the ACT, with 15 workers injured, major community anguish, a sense of unease, displacement of road users, not to mention extensive abortive work and delay.

The new bridge was to replicate the pre-existing bridge which is in parallel service, and situated just 5-metres alongside the collapsed segment; an aspect which brought about immense challenges in the immediate aftermath of the incident relating to the safe demolition of the remnant structure. Following the collapse, Worksafe ACT took immediate control of the site while arrangements for demolition and reinstatement work could proceed.

We provided representations to the Bridge Contractor as well as the demolition Contractor on behalf of WorkSafe ACT, with the prime focus of public welfare and safe work practices.

The collapse incident raised significant issues in relation to the design and overall suitability of temporary works used in the construction of road infrastructure.

WorkSafe ACT deemed it necessary that a thorough independent investigation take place, and commissioned Ansary to conduct an investigation into the technical causes and circumstances of the bridge collapse.

We were directed to make such recommendations arising from our investigation as we considered appropriate, including recommendations for Governments, WorkSafe ACT and other entities on the design and specification of bridgework, particularly the prevention of catastrophic collapse during construction.

We are to provide WorkSafe ACT with a report detailing the cause of the collapse and recommendations for the prevention of similar incidents in future.
